Build problems in 0.77 and 0.78 on Ubuntu 8.04LTS

That did it!  Flex and Bison weren't installed.  I'd had 'em on my old
Slackware box (last place I ran Nonpareil) but forgot to put 'em on the
Ubuntu install.  Thanks!
